I forward to you, for your information, a copy of a letter from Sir R. Macdonnell respecting certain statements made at Hong Kong by Mr. T. F. Rice, Asst. Supt. of Police, respecting certain details of oppression's career. I also enclose a copy of a letter from Col. Fraser, of the City of London Police, to whom Sir R. MacDonnell's letter was confidentially communicated.
I am not aware that there is any reason why you should be suspended further, but I wish to leave the case to be dealt with by you according to your discretion.
